Consequently, visual deterrence measures have proliferated nationwide, from helmeted guards stationed outside day-care centres and disproportionately large police detachments at concerts and sporting events to riot shields positioned in banks and retail malls, transforming preventative governance into administrative cover.

This layered security model imposes escalating financial burdens that challenge local fiscal sustainability. The cost of employing security guards alone currently consumes approximately 10% of metro operational budgets. As China's working-age demographic contracts and wage pressures mount, these recurring payroll expenses place severe strains on indebted municipalities. While China’s metro networks safely transport nearly 100 million riders daily—representing about half of global subway traffic—with virtually negligible crime rates, extensive manual checkpoints and bag-screening lines provide questionable incremental utility compared with existing, less costly closed-circuit surveillance networks.
