Near Sloviansk and Kramatorsk, Ukrainian forces built layered defenses about 200 m wide, repeating belts of wire and two or three anti-tank ditches roughly 2 m deep and 3 m wide with berms, and in places adding concrete “dragon’s teeth” and mines. With constant drone patrols, the depth and repetition are meant to make a Russian breach far more difficult.

Negotiations could still nullify these works: Russia wants any deal to grant it the roughly 30% of Donetsk it has not conquered, and a proposal circulated in December said America would accept that while turning the region into a “neutral demilitarised buffer zone,” also invoking an undefined “free economic zone.” Many Ukrainians see this as a way to bypass defenses as Ukraine has lost ground in recent months—most of Pokrovsk has fallen, Kostiantynivka is threatened, and then Druzhkivka plus larger Kramatorsk and Sloviansk could follow—even though Ukrainian forces pushed Russians out of part of Kupiansk in December at high cost.

Local alignments have also shifted: in 2014 Russian-backed rebels seized Kramatorsk and Sloviansk, and it took Ukrainian forces almost three months to eject them, after which some pro-Russian supporters fled while others stayed and later changed their minds. An NGO warns that creating any buffer or economic zone cannot be done by “dumping billions of dollars,” yet evacuation guidance has reportedly been reduced as the nearest Russian positions sit only 17 km away, short-range drone attacks have grown more common, and departures are beginning even as some residents feel they have no alternative but to remain.
