按中国官方估算,约37万名中国公民和1.5万家中国企业在阿联酋,这两个数字较2019年都大致翻倍。Henley & Partners估计阿联酋在2025年净流入近1万名美元百万富翁,而新加坡年度净流入减半至约1600人;迪拜离岸金融中心的私人投资载体(含家族办公室)也从2024年底的800个增至1250多个。
在企业端,迪拜多种商品交易中心已有超过1000家中国公司,虽仅占该区企业总数的4%,但过去三年其年增速最高达25%。在准入端,投资200万迪拉姆(54.5万美元)即可申请长期签证,迪拜2023年签发此类居留许可15.8万份,是2022年的两倍。
在资产与盈利层面,迪拜住宅价格2025年上涨12%,虽低于2024年的16.5%,但仍明显强于中国低迷的房地产销售环境。中国自动驾驶出租车企业也受益于更高单价:国内约每公里0.30美元,而迪拜约为其3倍;主要风险则是中国可能加强资本外流管控,以及美中冲突升级后潜在的次级制裁。


By China’s own estimates, about 370,000 Chinese citizens and 15,000 Chinese firms are in the UAE, and both figures have roughly doubled since 2019. Henley & Partners estimates the UAE recorded a net inflow of nearly 10,000 dollar-millionaires in 2025, while Singapore’s annual net intake halved to around 1,600; private investment vehicles (including family offices) in Dubai’s offshore financial center also rose from 800 at end-2024 to more than 1,250.
On the corporate side, the Dubai Multi Commodities Centre now hosts more than 1,000 Chinese firms, and although they are only 4% of total enterprises there, their annual growth has reached as high as 25% in each of the past three years. On access terms, a 2 million dirham ($545,000) investment can qualify newcomers for a long-term visa, and Dubai issued 158,000 such permits in 2023, double the 2022 count.
On assets and profitability, Dubai residential prices rose 12% in 2025, slower than 16.5% in 2024 but still far stronger than China’s weak property-sales backdrop. Chinese autonomous-taxi firms also benefit from higher pricing power, with fares around $0.30 per kilometer in China versus roughly triple that in Dubai, while key downside risks are tighter Chinese controls on outbound capital and possible secondary sanctions if US-China tensions escalate.
