这是一月内第二起致命工业灾难,此前5月4日湖南浏阳一家烟花厂爆炸造成37人死亡,促使湖南在5月27日打击非法烟花生产;更广泛地看,山西2008年一次矿难造成277人死亡,而全国矿业死亡人数从2000年的近6,000人降至去年的约250人,下降约95.8%,但每百万吨煤约0.05人的死亡率仍高于美国或澳大利亚。

State media said the mine used “yin-yang” blueprints to conceal illegal, unrecorded and untaxed production, and only 124 of 247 miners underground at the time of the blast were registered, a 50.2% registration rate; despite being a higher-risk “high-gas mine”, hidden tunnels had no gas monitors installed.
This was the second deadly industrial disaster in a month, after a May 4 explosion at a fireworks factory in Liuyang, Hunan killed 37 and prompted Hunan to target illegal fireworks production on May 27; more broadly, Shanxi had a 277-death mining accident in 2008, while national mining deaths fell from nearly 6,000 in 2000 to about 250 last year, a drop of roughly 95.8%, though the rate of about 0.05 deaths per million tonnes of coal remains higher than in America or Australia.
