松江市将在 11 月中旬启动共享电动自行车系统，首期配置 10 个骑行港、约 50 辆电助力车，并与出云市现行系统完全互通，可在两市任意点取还车，并可支付 350 日元 将自行车带上连接两市的一畑电铁。两市为岛根县旅游核心：2024 年松江 873 万人次、出云 1,171 万人次，占全县访客近 70%。但私人汽车仍占绝对主导（过夜客 >50%、一日游客 约 90%），暴露二级交通供给不足、景点分散与公交覆盖不均等结构性缺口。

项目由松江市与出云的三因松下及 Docomo Bikeshare 合作运营，并以出云“Yuien”系统为模板，实行相同费率体系，包括 1,500 日元的一日券。共享单车港将布局于松江站、松江城、堀川游船码头、宍道湖游船点与玉造温泉区，使游客可无缝组合“骑行＋水路＋铁路”多模态交通。上线时间与“神在月”（神无月）访客高峰重叠，松江市拟借此检验旅游旺季的跨域使用需求。

所有车辆都装配 GPS，城市将利用轨迹与停留点数据优化港点布局并分析访客行为，促进精细化交通管理。未来计划推出“铁路＋共享单车”联票方案，强化两市在区域观光上的一体化联动。整体策略旨在以轻量化、低碳、互联的 e-mobility 网络改善交通弹性、提升游客周转效率，同时兼顾居民日常通勤需求。

Matsue will launch a shared e-bike system in mid-November, starting with 10 ports and about 50 e-bikes, fully interoperable with Izumo’s existing system. Riders can take bikes across the cities on the Ichibata Electric Railway for ¥350, with free pick-up and return across both networks. Matsue recorded 8.73 million tourist entries in 2024 and Izumo 11.71 million, together nearly 70% of all visits to Shimane. Yet private cars dominate travel (over 50% of overnight visitors and nearly 90% of day-trippers), highlighting severe gaps in secondary transport for widely dispersed attractions.

The program, operated by Matsue with Sanin Panasonic and Docomo Bikeshare, adopts Izumo’s “Yuien” platform and identical fares, including a ¥1,500 one-day pass. Ports will be placed at Matsue Station, Matsue Castle, Horikawa sightseeing-boat points, Lake Shinji cruise docks, and Tamatsukuri Onsen, enabling seamless “bike + waterway + rail” multimodal tourism. Launching during the busy Kamiarizuki season allows demand assessment for cross-city flows.

All bikes include GPS, providing route and stopover data to optimize port locations and understand user behavior. A combined “rail + e-bike” fare plan is under development. The initiative aims to deploy a low-carbon, flexible mobility layer that improves tourist circulation and supports daily mobility for residents while strengthening Matsue–Izumo regional integration.
