People living abroad like Namdar Baghaei-Yazdi have had very limited contact with families in Iran since the January protests, a period marked by days of uncertainty after a missile strike on his Tehran street left him unsure whether his relatives were still alive. Since then, Iran has cut internet connectivity twice, with the second shutdown starting February 28 after U.S. and Israeli strikes and described as the longest and harshest in Iranian history, potentially permanent.

For nearly two decades, Iran had typically disconnected internet traffic by disabling BGP routes during unrest, as in 2019 and partly in 2022, when all in-and-out traffic was blocked. This time is different: authorities built the National Information Network, a closed domestic system modeled on China, North Korea, and Russia, preserving domestic function while blocking foreign media and apps like Facebook and WhatsApp and monitoring approved platforms for anti-regime content.

With global routes still up, the state can selectively grant or deny global access, so Doug Madory of Kentik says this can amount to an indefinite shutdown for most users. Psiphon counted over 18.4 million Iranian users in January before the shutdown during partial restoration, elite whitelist traffic under 1% also dropped by March 15, and only a few hundred thousand people out of 93 million are realistically able to bypass through technically complex and dangerous methods such as Starlink terminals.
